What the CC&Rs Don't Cover Several times a day the CSD receives complaints, usually anonymously, regarding alleged violations of the CC&Rs. Often the situation is not an actual violation, or the situation being complained about is not under the jurisdiction of the CSD or CC&Rs. Occasionally, an anonymous letter is received from someone who has a complaint about a situation in his or her neighborhood or in El Dorado Hills "at large." When the situation is not an infraction of the CC&Rs, or not under the jurisdiction of the CSD, CSD staff is unable to notify the anonymous complainant of steps that may be taken to notify the proper agency, office, or company that might be able to address his or her concerns. To assist your reaching the appropriate agency, the following is a list of situations the CSD does not handle and refers to other authorities: Animal disturbances After hours & weekends contact the Co. Sheriff Center Animals - lost & found There is not a County Ordinance regarding specific beginning and ending times for construction activities and the noise volume associated with it.. However, after contacting the County Building Department Code Compliance office, County staff suggests that residents ask the construction workers to postpone loud, noisy work until after 7:00 a.m. on weekdays (8:00 a.m. on weekends). If that approach doesn't produce the desired results, the Sheriff may be able to determine if the construction noise is "disturbing the peace." The Sheriff can be contacted at 621-5655. Drainage problems Street flooding, creek flooding, etc. Sometimes drainage problems are caused after pool or landscape installation. If a neighbor is draining a pool and the water is finding it's way into your yard, ask the neighbor to redirect the water out to the gutter via a hose or drain pipe.. This is the type of situation that just has to run its course. Call the CSD office at 933-5426 to check if your situation should be referred to the EDCo. Building Dept., 621-5315, or DOT. Fire hazards Home-based businesses Day care providers are allowed up to six children before they are required to have a license from the State of California. Mobile ice cream vendors Check to see if vendor has a business license in El Dorado County Natural gas line installation A permit from El Dorado County is necessary when switching from propane to natural gas. PG&E Tree cutting: Again, there is not a County Ordinance concerning tree removal. However, SOME CC&Rs do address tree removal, but some only address oak tree removal. Review your CC&Rs or call the CSD office to determine what, if any, measures can be taken to limit tree removal. Underground Service Alert aka USA If spray painted markings show up on your front yard within nine feet of the curb, USA has defined the underground utility location for one of the utility companies. Since this area (9 feet behind the curb El Dorado County has a general number for complaints about businesses at the permit center 621-5614, 7am - 3:30.
